Is it possible to run Skyrim without logging into Steam?

You can launch Steam offline and play any offline game, Skyrim, included.

You will need an internet connection to unlock your steam key, but after that you can play offline.

If you are having issues with Skyrim not working with the internet on, then SSE Engine Fixes is a mod you may wish to look into, it fixes a number of the internet issues.

But as others have said, you can launch the Steam client in offline mode.

Skyrim can only be played with Steam. The game is coded to only work with the Steam application. You can play offline, but you'll always need Steam to start and play the game.
