Skill bar is bugged/glitched?

Isn't it fine? You have level 100 skills. The bar shows experience, but there's no experience to gain when you reach the max.

Imjur finally decided to display your image and it is like the first responder said your skill is maxed out so that experience bar is now only decoration.
