Yeah I've been learning quicksaves just ain't the move lol
I basically have the cities all finished up now, I only need 2 for Markarth now but I'll use this for the last two, thank you :)
I also recently learned if any of the cities have a Stone of Barenziah somewhere, you can steal that and it immediately finishes the bedlam quest

That's not really how that works. The quests wouldn't just exist without them being coded into the game. Whether they're implemented later on or from the start has no impact on the bugs, the quality of the coding and game engine does.
When they created the main game they set it to use any area....
When they created new DLC the new areas were added to the lists....
Nobody thought to check that the radiant quests would work as intended in the new area...
not sure what else to add to make it any more obvious???
