im not 100 percent positive so take what im about to say with a grain of salt.
but i think how you acquire it is to find the farm which is for sale. and read the note thats pinned next to the front door.
it will tel you to talk to the jarl balgrufs advisor. to purchase it.

It gives several options for building. Cash only, Materials Only, Alternate Materials.
Check out it's Optional alternative file which allows you to purchase without purchasing Breezehome First.
I tend to do some ingame edits (Add Apiary's, remove and add furnature, but the bones (so to speak) are perfect for my needs.
It will provide you with either a passive income, or will store food and ale for you to hoard. In my survival mode playthrough I would stop by every week or so to stock up on prepared food for my journeys.
I must warn you though. If you are building this farm with survival mode turned on, bring lots of food. The building stages skip time leaving you very tired and hungry.
Another one I recommend is winstad mine....basically the mine version of the above, but near winstad manor hearthfire home.
The Farming Creation Club pack adds in Goldenhills Plantation. It has the same planting spots, just more of them. Plus, it will autoharvest them (in addition to being able to pick them yourself for added items). You can also get animals to produce milk and eggs.
So, in normal mode I found this farm, and after the quest, I renovated it with all possible options for it...
But in survival mode, I found this farm again, but the quest doesn't start!!!
Disable survival mode, do the quest, and enable survival mode again? There are no penalties for doing so, and there are no achievements tied to survival mode. You can turn it on and of freely, unlike the Fallout 4 survival mode.
I'm not seeing any mention of a bug that causes the quest to not start when survival mode is on, but several regarding killing things before you are supposed to, such as killing the wolves at the well before the ghost at the house, or if a follower kills the ghost at the house instead of you.
And if one of the ways to start the quest isn't working, try the other way. You either go to the farm yourself, or ask an innkeeper for work until they give you the bounty message for it.
