If that doesn't work, quit the game and reload it.
It's a glitch that's always happened, where the game doesn't, for some reason, unload the distant lods.
I usually see it outside the gate though, normally on the wall by the Khajitt caravan, but reloading has always fixed it.
Have you fast traveled to another area then come back or saved your game then completely exited to your desktop then load the game back up?
Reloading and quitting the game do not fix it
I take it your game is modded. If the above does not work you might try this mod but like i said I've never experienced this so I don't know how well the mod works.

My game is unfortunately not modded, I'm kinda a vanilla stan, but apparently just going in and out of any city gate fixes this now, when it's never fixed it before?? Because fast travelling to other areas and reloading did not help. I have a level 50 character that has this bug persist for so long I quit playing because it stuck around through every reload and relaunch, even while travelling to a new cell in the game. I've never been so confused
The bugs never particularly showed up after fast travelling, they would just be there once I loaded the game up after so long of playing
Anyway here's some details on your issue (if it's even the same issue). I took it directly from the mod page.
"This happens if you launch the game, load a save in an exterior location and travel a certain distance. The distance at which this happens depends on your LOD ini settings. If you are on Ultra settings, loading into Solitude docks and immediately traveling to Whiterun will likely result in this."

I’ve noticed that I get this issue when fast travelling from Winterhold to Whiterun or the Whiterun Stables.
The way I’ve been able to restore my textures was to fast travel to Honningbrew Meadery, create a new manual save, quit to desktop, start up again and reload that save. Textures fixed!
For some reason, just reloading the fast travel autosave doesn't resolve the issue, even after restarting the game (at least for me).
Only tested this on SSE vanilla.
The thing that fixes it for me isn't fast travelling, but simply either entering the city and leaving and re-entering, or doing the same with any other building
