(Door doesn't open after entering symbols and using dragon claw)
(Cannot interact with door)
I'm assuming you have the golden dragon claw from Arvel the Swift (the guy caught in the frost spider's web).
Puzzle doors failing to open after the correct symbols are set (FYI the symbols are on the dragon claw hilt) and using the claw on the center circle is generally a physics issue. In addition, puzzle doors or other quest queues that failing to trigger can be attributed to either a mod issue or a physics issue.
For non-modded Skyrim players, I find that for the most part people are too impatient and rush through dialog or quest locations which can bypass quest queues rendering them unable to complete. Take your time, slow down a bit. Allow things to trigger naturally.
A great example of this is the Daedric quest "Ill Met by Moonlight." After speaking to Sinding in the Falkreath jail and taking possession of the ring, you have to wait for Sinding to transform and escape for the quest to continue. Many players just run out of the room which can break the quest.
