Did you use console commands to get, advance or finish the previous quest?
because that can skip quest triggers and cause an issue like this.
Since no one has an answer to this, Im guessing this is a bug not even the stupid bethesda developers can fix.
Oh well.
Its pretty much ruining the game experience.
You can try a file verification first -
From your Steam library, right-click Skyrim SE > Properties > Local Files > select the button "Verify Integrity of Game Files."
If you are using mods, you may have to try uninstalling them, and reinstall a couple at a time, then test and see which one is possibly causing the issue. Keep trying through the whole mod list.
If that doesn't help, a full uninstall and reinstall of the game may be needed. Take a look in the pinned topic "helpful Links & References" on how to properly clear the game and mod files and start again with a clean install.
What is the Status of Maven Blackbriar? Is she (at the time of the quest) still just an owner of a meadery or is/was she something else (I am being coy about game progression so as not to spoil).
Also another strange thought: Had you been doing anything with regards to the Dark Brotherhood. Reason I ask is that Snowshod Kid owns a half stake in the Meadery and has a role in that quest line.
I am more interested in what your game world state was when you completed the Last Quest that DID work as intended in the Thieves Guild Line.
After hours of tinkering with mods, it sucks to encounter such a game breaking bug like this. I'll probably restart modding and testing when I'm going for another playthrough. I'll just use the console to clear my way through and finish this playthrough.
