Report a translation problem
There are mods that increase the number you are allowed to adopt. Not sure if it caps at 6 or allows max at PER Location. Heck I am not even sure what Vanilla rules are.
Here is one I have used in the past. Do your Due Dilligence to see if it fits your needs and can be safely used in your mod list.

Although I am somewhat thoughtful that the number of adopted children is limited to only 2 and that I have to use mods to increase it.
