Enchantments can't go higher than 15%
Like I said, no matter what I do, the enchaments that I created can't go highter than 15% something... I tried even restoration loop and have a modded ring that can add 1500% stronger enchantment but it doesn't work either..

Is that fixed or someting?

Not in my game, restoration loop was removed long ago, by enchanting gear with fortify alchemy I make stronger fortify enchanting potions, did that a couple of times and I now got it so it will make them 36% stronger.

So moded gear that I have.. have a fortify "enchanting" enchantment.

So.. there is no such thing anymore, only potion.

The 30 seconds on the Fortify Enchanting potions can run out quickly when one is not careful. The timer on the potion will keep counting down while you are using the enchanter (the counter will only pause during renaming but otherwise runs down). Best to plan the enchantment beforehand and save the game. Getting rid of all enchantable items and soul gems other than the ones you want to use in the enchantment can make this easier and faster.

If you take too much time will the potion have no effect and you will not get the bonus, but with practice and fast fingers can you get two enchantments done within 30 seconds.

The enchantment level is based on your skill level in enchanting. The buffs only add to your existing level. Same with smithing. At a lower level, a peerless smithing necklace and ring won't improve weapons as much as when your skill level is at 100%.
It's the same principle too, as a single handed or two handed buff.
To see it in action, look at your weapon damage with a weapon buff, each time your skill level increases.

If increasing the enchanting skill by a significant amount does not increase your enchantments, then you may have a mod that limits them.

The loop works, but I never use it for real play, and still get like in the 100:s of damage. But it also depends on ones level in the corresponding skill tree. If you have no levelling in Destruction, those effect will never be as high as if you are att lvl100.

sounds like your mods might have broken something. Also remember to assign some perks into enchanting, especially the one that gives a bonus to fortify skill enchants
