Some Orcs worship Stendar, just as you will find Orcs worshipping any of the other Divines, and any of the other Daedra as well...
But given that Stendar is the GOD OF MERCY it is probably meant ironically.

I'm not sure that it IS ironic. Stendarr's the patron of the Imperial Legion, and historically, service in the Legion is how a lot of orcs gained Imperial citizenship. While it is true that the orcs in the strongholds would hold true to Malacath's worship, I don't think that can be said for all the orcs we see in the game, as there are many orcs we see that DON'T live in the strongholds. There's also places where the teachings of the two deities meet. For example, Malacath helps the underdog and the betrayed, and Stendarr doesn't turn ANYONE away if they need help. I really don't see how those two beliefs conflict, as they're both about helping those who need it.
I can see the logic in your points but only as far as to those that joined the legion. If you played out the ' Cursed Tribe ' quest , when the orc chief betrayed the Player at the end in the cavern, Malacath didn't help at all. Yes I also played as an Orc in this quest in the past . No aid from the dude. This chief will say the above & ' Pray to Stendar ' among the other mocking lines that he will utter. This coming from a chief who lives in a stronghold.
I don't get it. I just don't get peoples like of them. I am sure it is some anomoly of my brain chemistry.
In that situation, Malacath most likely felt that his aid was unnecessary. By definition, the Dragonborn's not an underdog, and by betraying you, the chief had invoked Malacath's anger. Malacath's not gonna help someone who doesn't need it, and he outright REFUSES to help someone who commits betrayal.
