If you read where it says "trivia" on this site, it says that Alduin's unavailable meteor shout can be used with a console command which is something called psb. Is that all I need to type in the console in order to use the shout or does it have to be something specific after that?

The psb command will add all spells, shouts, and bestial abilities to your character. Some of those are only used for testing purposes, and the UESP wiki notes this command can crash the game. Its best not to use it.
Well psb is for test purposes only as said ... that said it also contains a few broken shouts, spells that are still in the game. as for the shout itself it's unobtainable just as the 4 word shout Miraak uses.

To be a little more adamant about it, using psb console command WILL break your game in very many minor ways such as persistent unwanted effects and potentially up to and including a CTD. While we state as a general rule that many console commands should not be used, psb is one of a handful that should NEVER be used in ordinary gameplay.

As written before, don't use PSB to add alls spells to the player. If you want to add a certain spell to the player, look up that specific spell on The Elder Scrolls Pages[en.uesp.net]. If there is no mod for it, for the Alduin Storm shout use the console with:

player.addspell 4C40B
