When's the last time the anniversary "upgrade" went on sale?

just check your skyrim.exe version. if on 1.16.140, all you need. you don’t need the ae downloads. btw, stay away from mod packs. build your list yourself..

Do they actually need AE or is it just another person mislabeling the updated SE as AE?

Many people incorrectly refer to the latest edition of Skyrim as Anniversary Edition, it's still Special Edition, AE is nothing more than a poorly named DLC.

That said, the Summer Sale is coming, the second biggest sale of the year, and it's almost guaranteed to go on sale if you can wait that long.

Sometimes also there are specific Bethesda publisher sales, or relevant game type sales (open world, RPG, etc.).

The upgrade was under 10 bucks on fanatical. The prices for SE and AE vary widely depending on the moon's phase or something even on the same site.

It was on Sale during Christmas, don't know if it was on sale during easter.

It's on sale now at fanatical. Look for the Bethesda bundle sale. You can get SE plus another game for 15 bucks.
