Miraak glitch stuck after killing him

I defeated Miraak but one dragon is flying around I can't reach to kill him because it states I am still in combat. I can't leave the realm because the game states I am still in combat. I can't do anything.

Use dragon rend or bend will on it?

Try getting in sneak mode and try to make the eye close. This will usually take you out of combat, I had to do that fighting miraak a few times to get him to do the regeneration thing.

I tried to use dragon bend, and dragonrend, neither worked.
I will try to go into sneak mode, but he is dead, so I don't think that will change or regenerate anything.

You need to hide from the dragon as that is what you are in combat with. You may need to go to a save before killing miraak as killing him before he consumes all 3 dragons is problematic.

But, the solution may be as Skumnboni stated - reload an earlier save - that is often the most effective way of solving issues.
