Report a translation problem
The whole quest is unfixable lol
If it's about all the stuff Bethsoft cut from the game, this is the best attempt at restoring it:

Or, if it's about fixing the bugs in vanilla, well, the Unofficial patch does a very good job, but is certainly not omnipotent.
Regardless if you use the Unofficial Patch or any other CW bug fixes mod things like how you can’t report in after fast traveling still have too high of a chance of occurring.
The only “fix” for that is to make sure you hard save either before a fort takeover/Battle of Whiterun/etc and/or right afterwards, and then either manually travel all the way to report in or don’t fast travel until you’re a good distance away from the battle site…and then if it still happens, reload your save and try again.
You COULD also use console commands to report in, but that carries the risk of further messing up the questline (I did it once and it worked and was fine, another time I did it it completed the report in part but then I couldn’t actually progress to the next stage/quest).
All mods I managed to find about it have very limited fixes about some certain aspects. And it's hard to use them together coz for obvious reasons they are mostly not compatible with each other.
We need one comprehensive bug fixing mod for Civil War as a whole thing. But it's one of the examples where modders gave up with this problem.
The best way is actually to never start this quest line. Luckily it's easier to invent your character's story such way so he would be interested to never help both sides of the war. For example Argonians often have all the reasons to never have any sympathy for any of the sides in this war.
