There is no Anniversary "Edition". despite what some things may be labeled. Its all still Special Edition. Anything labaled as Anniversary Edition is just a bundle that includes the Special Edition and the Anniversary Upgrade. The only thing the Anniversary "Upgrade" contains are the 70 Creation Club items that haven't already been added to Special Edition for free.
As far as I know, there is no exclusive content at all. All Creation Club content can still be purchased individually. Its just cheaper to but the Anniversary Upgrade.
And he goes on to explain the Anniversary Edition, that’s the dumbest statement I ever read.
Da, the Anniversary Edition is different it has all kinds of new quest and items.
It is as different as SSE was to Skyrim.

I put "Edition" in quotes for a reason. It isn't a separate version of the game. Not even in the slightest. Its still Special Edition. You can still continue an existing game.
All the Anniversary stuff is is a collection of 70 Creation Club items. So nothing more than 70 small DLCs. If you had bought all 70 Creation Club items separately, you would still have the same content as if you had bought the Anniversary Upgrade.
Special Edition and the original Skyrim (often called Oldrim or the Legendary Edition) are separate games. Special Edition and the Anniversary "Edition" (which isn't really an edition) are the same game.
You can either buy the items individually, or get the whole package at once (this will be cheaper). The outcome will be the same.

P.S. A little clarification:
"Special edition" is the base game without any CC content.
A bit of confusion can stem from the issue that It can also refer to the older game versions (1.5.xxx), before the update marathon and CC flood. Some people didn't like the update to 1.6.xxx and disabled them altogether, mostly because it messed with older mods.
"Anniversary edition" is the package consisting of the 70 Creation Club items.
However, it can also mean the newer game versions (1.6.xxx). Since you didn't deactivate the updates, this is the version you should have (1.6.640). Why does this even matter? Basically, if you are trying to download a mod from the Nexus, and there are multiple versions labelled as "Special edition and "Anniversary edition", then you need the "anniversary edition" one, even if you don't have the CC package.
The Anniversary Upgrade is the remaining 70 pieces of CC content (we all got the 4 for free with the 2021 1.6 update).
There is no “exclusive” content. I’m not sure where you may have heard that. You will get the same exact thing(s) if you purchase the AEU or each of them separately - though you will pay a lot more buying all of them individually.
I’m not entirely sure if you’ll need to start a brand new game once you buy and install the AEU.
My guess would be no if you’re playing an un-modded vanilla game. It would be a bit counter-intuitive to try and sell this content to people but then require them to abandon their in-progress characters and start new ones in order to use any of it.
If you’re playing with mods though…you might need to, yes. It would largely depend on what mods you’re using and how they may conflict with any of the CC content.
Additionally, if you’re using mods you may need to grab various patches for certain mods for the CC content. For example, I know The Cause needs a few to make it play nicely with Beyond Skyrim: Bruma, Ghosts of the Tribunal needs one to play nice with Moon and Star, and Legacy of the Dragonborn requires quite a few for various CCs.
Finally, on the topic of AE vs SE…
They are effectively the same program. You will not have two different Skyrims on your PC that can each be launched and played separately. It’s not like LE (the original 2011 release) and SE (the 2016 re-release).
Whether you buy the AEU or not, your game version will be 1.6.640 on Steam.
The AE vs SE confusion stems from the modding community which uses them to differentiate between game version 1.5.97 (the game as it was before the 11/11/2021 update) and version 1.6.640.
A minority within the player community have chosen to rollback and keep their game’s locked at 1.5.97 due to various reasons ranging from a dislike of the 4 free CCs being added, to some personally beloved mods that never got updated.
Thus, some mod creators have chosen to continue hosting versions of their mod that functions with 1.5.97 (that they call “SE”) while also offering versions that work with 1.6.640 (that they call “AE”), or specifically create separate versions of their mod to cater to these individuals.
An example of one such “mod” is SKSE, which offers four different versions on their silverlock.org website: a version for 1.5.97 (“SE”), a version for 1.6.640 (“AE”), a version for the GOG release (which is game version 1.6.659), and a version for Skyrim VR.
