Sadly, Skyrim is open world but it has no creative mode... Minecraft it is not ;)
If you've never used it, try making small mods (Not a house), such as an edited sword and place it in the world, or in a chest somewhere and go find it.
Teach yourself the basics first, a properly navmeshed house with furniture, multiple floors etc.. will take a fair bit of effort to create...
Did you try Elysium Estate? I used it as my main home in oldrim. This time I started with Lonewolf's Manor.
Edit: I was thinking of Hearthfire Extended but that only allows you to customize existing homes.
