I am not sure where you point at with BOS, unless you mean BOS HD texture replacement. I have never used that one myself. My bodies are built in BodySlide, so I am using CBBE/3BA compatible textures. Of course textures have some drain, but body textures do not usually cause problems, unless the computer is a potato with chihuahua acting as it's CPU.
Also with a certain spid versions I had really bad fps slowdowns

BOS by design is a game breaking mod if used incorrectly. I would recommend not using it. unless it is a requirement for another mod.
To answer your you question at face value, it depends.
If you have a 10 yearold budget build, yes performance will be noticed. In stead of SPID a bashed patch using Wybash might be more user friendly. might!
Any heftier builds even older ones should not have any noticeable impacts. With any mods that do work in the background don't go and install 20 of them. Slowly add them in and test as you go.
