Can't talk to npcs

Cant talk to npc's
I just started a new game in special edition and I tried to talk to an pc for a quest but I am not getting any of the quest dialogue options and whenever I click on a dialogue option to lets say see their store it make the text a little opaque and the npc just stares at me. also Sigrid is doing black face for some apparent reason. I am playing with very little mods and I have tried uninstalling and then reinstalling Skyrim. disabling all mods and nothing is working. I am also using MMO2 and have tried using LOOT. Heres the mod list in in the order it is in:

This is not a correct load order. As for the base game and DLCs it should be
00 Skyrim
01 Update
02 Dawnguard
03 Hearthfires
04 Dragonborn
05 Fishing
06 Survival Mode
07 Curios
08 Saints & Seducers
etc.
Numbers are the position in load order, not the index.

Address Library is never part of your load order, these are binary files. Also SSE Engine Fixes will never be part of your load order.
In LOOT's menu select Game -> Copy Load Order and paste it here.

Are you using a mod that adds animations? If so, you need to use FNIS or Nemesis. Maybe "Magic Sneak Attacks", "Realistic Ragdolls and Force", "Ultimate Combat SE" and "Girly Animation - Shared"?

I just had this problem after installing on my new machine and starting a fresh game. I manually installed everything, and load order looked good... turned it I installed the wrong version of SKSE, once I fixed that the dialog resolved. I still have a few black face running around, but once I fix them, they stay fixed (SetNPCweight 30, I think)
