i finally got him in my game after playing for over 10 years!! what are the odds of him appearing?

Pretty common if you never fast travel and continue on the roads at night.

He's almost guaranteed to show up in the same place if you just walk to places.

I’ve wondered that too but I believe the answer is no.

IIRC, if you follow him, he’ll just lead you to that graveyard near Dustman’s Cairn and then disappear.

There is a theory though that he’s supposed to be Ragnar the Red who the bard’s will sing a song about.

I wouldn't say it's so rare event. I've encountered him like 10 times or a little less. And yes, of course Survival helps coz in Survival there is no fast travel and you have to wander around by foot or using a horse a lot.

My fav encounters with him is when he is dismounted and chase his horse instead of riding on it.
