Wolves not moving
I'm playing vanilla Skyrim, I've already verified the files multiple times, I've reinstalled it, at this point its starting to annoy me.

Do you use Fores New Idles in Skyrim SE - FNIS SE?

If so regenerate FNIS.

If that's a mod then no, I recently deleted all my mods to try and fix this issue

at around 1:27 in the video it says to install from steam library, but I don't see that option, am I supposed to do something special here?

Did you click Uninstall as shown just prior to that? If you are not seeing an Install option for the game in Steam (and are just seeing Play) then the game was not uninstalled. Rerun the vid to ensure that you did not miss any steps - which can easily happen and is something we see a fair amount of, so it is very common.
