How does the game's coding auto generate what radiant quests are given.
I used to think that if I saved the game before talking to a quest giver, I could reload a previous save if I did not want to do that quest or go to that fetch location. Apparently I was wrong. No matter how many times I reload, I still get the exact same radiant quest. The biggest example of this is Tel Mithryn on Solstheim. In this current playthrough, no matter what I do, the game's coding has permanently set FOUR radiant quests to be given in that exact order. FOUR of them! How does this game have the intelligence to input a schedule for what quests I am going to get from an NPC? I just don't get it. I would have preferred the game to randomly generate the radiant quest. But instead the game ultimately sets your destiny in stone.

Information about how radiant quests are determined.

TL;DR Some of them are set on game start and now when they appear on your log. Others are set on previous quest completition.

Is the problem with quests going in to Solstheim? If so, then you can use this.

With the thieves guild I save before getting a quest and if it is not in a town that will further the quest line, I can reload and get a quest in a different city. So some radiant quests can be changed, while others are fixed.

Yep. They do not follow the random mission premise, where game attempts to send you to every radiant target location at least once.

TG quest lines are restricted to cities, instead of actual radiant locations.
