Those credit only com into play if you buy them individually
Creation Club credits are the premium currency used to by CC things. If you want credits, you must purchase them with real world money - there is no in-game way to earn them. None of the CC packs are necessary, but if you are going to buy them I suggest just getting the Anniversary Upgrade. It included all 70 of the CC packs that haven't already been added to the base game for free.
This is a complete list of all Skyrim Creation Club content.[en.uesp.net] From this list, everyone automatically gets Survival Mode, Rare Curios, Saints & Seducers, and Fishing for free. The Anniversary Upgrade contains the rest.
Anniversary Edition bundle and AE Upgrade should be on sale by the end of the month during the Steam Summer Sale - add it to your "wishlist":
