There are actually a lot of ways up into the mountains, so you might just have to search nearby for a bit and find where you can climb up higher or go through a nearby cave that is actually a pass and has a 2nd exit. There is also a shout you might be able to use to get the stag to come down, if its in a really odd spot and that shout affects it.

Worst case scenario, you are down your ring slot until you get one of the expansion shouts that can enable getting to even harder to reach spots. Hopefully there is a path up you can find to where it spawned without needing to go that far. Some of the paths up to spots can be a bit tricky to find the first time, and once reach them can then often spot the more intended way up.
There are a few steep areas around Falkreath that have winding paths that are obscured to get up to without things like that, so hopefully, can find how to get to where you need to go without having to get a much later game expansion shout.
