Report a translation problem
The location is a cave up by Archwind Point, so it's right on the edge of the map.
https://en.uesp.net/wiki/Skyrim:Conjure_Ayleid_Lich According to this you have to finish of the questline before you can create the spell book. So both The Cause and The Consequences quest. The Consequences quest starts automatically when you finish The Cause and The Cause starts by reading Stranger's Plea which should be delivered by a courier. Unfortunately it's not triggered until level 46.

Do you know why the Content Creation Club puts such high level floors on their conjuration stuff? Their adapt level spells don't start appearing for sale at the College until level 23. I just turned level 23 and I'm already at expert level in conjuration and destruction, so the adept level CC spells seem kind of pointless now.
By the time I'm level 46 I'll probably be master level, so same issue, the CC content is making itself obsolete by the time it's available. At least with the build I'm using. Do you think they're assuming a more balanced mage with focus in many/all of the specialties, push up the level where they hit adept/expert/master in a given field?
