Obtaining Conjure Ayleid Lich spell
I read this page about it

And it sounds like I just need to take the ingredients (Great Welkynd Stone, ruined book, salt pile), put them in the offering box of the Atronach forge and pull the lever. Are there any other requirements to get the forge to produce the spell book, such as character level?

I'm level 22 but have the Expert Conjuration perk, and can cast other expert conjure spells.

Related questions:

From what I read, the Atronach forge is in the midden, which is below the mage college in Winterhold. Is there anything preventing me from reaching the forge, like I need to do a certain quest or need a special item etc?

One of the ingredients I need is Great Welkynd Stone and the only clues I can find online about where to find one is "in Rielle and Rielle Crypt". Googling those words seems to only bring up results for Oblivion. Does anyone know where to find these locations in Skyrim or know of another place to find a Great Welkynd Stone?

The CC quest "The Cause" will bring you to Rielle to get the Great Welkynd Stone.
The location is a cave up by Archwind Point, so it's right on the edge of the map.
https://en.uesp.net/wiki/Skyrim:Conjure_Ayleid_Lich According to this you have to finish of the questline before you can create the spell book. So both The Cause and The Consequences quest. The Consequences quest starts automatically when you finish The Cause and The Cause starts by reading Stranger's Plea which should be delivered by a courier. Unfortunately it's not triggered until level 46.

Thanks for the details, I missed some of them!

Do you know why the Content Creation Club puts such high level floors on their conjuration stuff? Their adapt level spells don't start appearing for sale at the College until level 23. I just turned level 23 and I'm already at expert level in conjuration and destruction, so the adept level CC spells seem kind of pointless now.

By the time I'm level 46 I'll probably be master level, so same issue, the CC content is making itself obsolete by the time it's available. At least with the build I'm using. Do you think they're assuming a more balanced mage with focus in many/all of the specialties, push up the level where they hit adept/expert/master in a given field?

I'm not sure about the levels and balancing. While alot of people dislike the CC stuff I do enjoy it, but it is pretty all over the place as far as levels go. My theory for it would be that they're trying to encourage longer playthroughs.
