Are you using one? If so, is it setup for Vivid?

First make a back up of the file and save it to the desktop. This is just in case you have to drop the original back in due to an issue. Then check under the [EFFECT] category. It's usually the first one listed. What you are looking for is to see if the following is set to false:
EnableTerrainParallax=false
then, ensure that you don't have any incorrect overrides with parallax textures vs non-parallax textures...
though, i had another question as well.
regarding the ui, im trying to use dear diary + truehud but i cant get both of them to work properly. the health/magick and stamina only appear when being used
Don't forget, you can edit multiple ENB settings using the in-game menu. There are several features that can be toggled On/Off, Lighting intensity adjusted, and other similar changes that can be made.
That is why there is such a variety of ENB presets and Reshades on the Nexus. If the one you are using is not to your liking, and you don't want to spend the time adjusting and tuning, find another ENB. You can try as many as needed without impacting a current save. All you would need to do is remove the files of the previous ENB (namely: enbcache & enbseries folders and enblocal & enbseries.ini configuration files).
I reviewed several ENB's (Rudy's, Re-Engaged, NVT, Visceral, Ominous, Intrigued, Touch of Natural, and Clarity) before settling on NAT.ENB III
It is important to review the ENB requirements on Nexus and take a glance through the Posts made by other users for any other useful information.
Player Status Bars -
From the TrueHUD page:
"The player widget consists of the health, magicka and stamina bars...can be set up to show up all the time, in combat or dynamically when the related value changes."
Make sure you have the required MCM Helper mod installed. Take a look through the TrueHUD MCM related to Player Widgets and search options referring to the above.
As for whether TrueHUD and Dear Diary are compatible, I didn't find anything on this topic.
if you have the latest version of dear diary dark mode (https://www.nexusmods.com/skyrimspecialedition/mods/60837) then it does have trueHUD support, just have dear diary coming after trueHUD. I am not sure about the original dear diary. I believe it works similarly, you have to load Dear Diary as latest in your mod organizer.
