Report a translation problem
- Graphics: SMIM and a texture pack such as Noble Skyrim (I've used it for a long time), Skyland AIO (the one I currently use), or another...
- NPCs: if you're fine with Modpocalyspe, that's ok but you can overwrite it with other mods overhauling named NPCs (Kalilies and Pandorable have nice ones)
- Followers: to manage your followers, use Nether's Follower Framework or something similar, as long as it's not some old abandoned stuff. There's countless basic new followers (just new looks), and a few well fleshed ones (with custom voices, maybe their own quest) like Lucien, Inigo, Vilja, Sofia, etc.
- Quests: JaySerpa has made a series of "Quest Expansion" mods that improve vanilla quests, and there's "At Your Own Pace" that changes the way the main quests progress. Then there's all sorts of new quests...
- Cities: Archinatic has made a series of mods, The Great City/Town/Village, there's also JPSteel2's series of 4 "Cities of the North" and many others, but these have an updated collection of patches for other mods. If you want to improve the NPCs' AI though, there's AI Overhaul or Immersive Citizens - AI Overhaul, though you'll have to deal with conflicts with many mods (NPC overhauls, city overhauls, etc)

In order to apply those mods, would I rather use the SSE or the AE according to you? :)
As to the game, you should be on the current version of the game - 1.6.640. If a mod has, for some reason, not been updated to work with the current game version, then you should not use that mod - downgrading the game to a prior version will result in issues - up to and including persistent CTDs. (Though, by now, almost all mods will work with the current version - and those that don't - well, as stated, they should not be used.)

Modding, using Vortex or MO2 (I think those two are the best, I use Vortex but the other one seems to work), is moderately safe and easy. But mods can be set to be usable for only certain versions of the game. So it pays to watch that issue. Everyone here is super helpful, but they (including me) also lock their games at earlier versions to protect their installed mods. So what they use may or may not be a good fit for your game.
I (and others) have enjoyed using Vlad's guides. This one appears to be for the latest version and is a "basic" mod guide (what you appear to be looking for).

The mods that I use are:
- Skyland AIO mod
- Enhanced Light and Effects mod
Combined with reshade, it's good enough for me.
