So if you have the base game and the AE DLC, you would need both patches. As to modding the game, we do strongly suggest using Nexus mods. To get you started as to what is required regarding installing mods from Nexus (as well as other sites, though Nexus is the largest, by far), see the following:

You don't necessarily need Nexus mods to do it. The reason they are pointing you to it, is that it has a decent mod managing system via Vortex. This is important for Skyrim as certain mods have to load in specific orders or it will cause problems. The mod manager helps put your mods in the correct order. If you decide to delve deeper into mods, it becomes invaluable.
