Report a translation problem
Restart PC. Open Steam. Find Skyrim SE in your Library, right click on it, and select Properties. Select Verify Files. When finsihed, open Log in on Nexus Mods, and verify that by logging in on Vortex. Dashboard opens, choose SkyrimSE to Manage Game. Then select Mods down left list. The "Bell" icon (notifications in upper right) should start telling you that SKSE is not installed. Open Mods drop-down list above for SkyrimSE. Select "Top Files". Select the picture for SKSE, and then select ModManager Download. Vortex should auto-download and install the version for SKSE64 (for Skyrim 1.6.4) and then tell you it is installed. Check Mods to the left again to see it in your mods List. From there get the Unofficial Patch Mod and SkyUI Mod to start adding to your game. Each time selecting ModManager download.
I had to do this myself just to get mine up and running again after Steam did all their updates and stuff. Make sure that ALL versions of SKSE were deleted before you start the new pathway. When I tried it, Then Steam told me there was a problem with the "Cloud", and I had to go back and Verify my Files to get the cloud updated, and then it worked correctly. Sigh.
