The only possibility of removing it is if you have the Unofficial Patch installed (and you should, as it fixes literally thousands of bugs, some of them game breaking) - https://www.nexusmods.com/skyrimspecialedition/mods/266 ; there should be a book - USSEP Unwanted Effects Remover - in the Temple of Kynareth in Whiterun. Look for the unwanted effects removal book on one of the bookshelves.
Alternately, you can use player.additem xx0B1985 1
Where xx is the position in your load order of the Unofficial Patch (just replace the xx with the position number). That will place the book in your inventory.
If that does not work, the only option is to go back to a save made before you used the PSB command (not that that is something you want to hear, either). We've seen this exact issue before caused by using that command - hopefully the remove spell book from USSEP will work.

Because you need to know the exact code for it to work via the console which adds another layer of danger. The book uses some code to identify and remove the correct effect. Something you can't do with the console alone. The console is extremely powerful and it can permanently damage your save beyond the ability to repair it so I would advise against experimenting.
