Does the fishing CC quests go on forever?
I already got the Argonian fishing rod, defeated the old geezer scammer, and recently acquired the Alikir rod.

No, both questlines (one with Swims-in-Deep-Water that involves catching fish, and the main questline from Viriya that involves some fish catching but other stuff as well), have a definite end.
