confusing speedhack settings in enblocal.ini

on the enb website it reads:

This parameter toggle patch features only or patch with graphic modification. ENBoost users who want to to play with graphic enhancement also, must set it to true:

[GLOBAL]
UsePatchSpeedhackWithoutGraphics=true

by default enblocal.ini has:

[PERFORMANCE]
SpeedHack=true
ShaderCache=false

is the setting from global deprecated or do they both need to be active for graphic enhancements?

if the setting is set to UsePatchSpeedhackWithoutGraphics=true wouldnt that mean that graphic enhancements are disabled ("WithoutGraphics")?
