Check OBIS’ mod page.
I looked at that mod awhile ago and remember seeing something about optional bandit patrols. So either it’s an additional file to download on OBIS’ page or something you tell it to install during OBIS’ install process.

Yup, check OBIS’ files on the mod page, under “Optional Files” you’ll see “OBIS SE Patrols Addon” (5th one down).

dmmt...that IS it, according to the front page of OBIS, but it is not bringing up the MCM entry to configure it.
Stating the obvious: You need to have SkyUi installed. I've been using OBIS and OBIS Patrols w/o problems and in my current game.
edit: The Add-on showed ENABLED on the MODS tab. Went to the PLUGINS tab and searched for it...nothing.
Back to the Mods tab...disable..uninstall..install, Back to the PLUGINs tab...there it is.
Reboot the game...only 1 MCM entry, for the primary OBIS. Save-Exit to Desktop-Continue-ESC-SYSTEM-MCM...Viola, there it is.
How it can show enabled on the MODS tab and not show at all on the plugins tab...I have no idea. But if it wasnt in the LO, it wasnt being loaded.
You kick started it Ralph, when you said...the obvious. 1st step..shut it off, turn it back on. Sort of what I had to do here.
Sometimes when you install a mod…it actually doesn’t install it.
I’m not sure what causes this weirdness to happen, but it’s happened to me a few times. I guess maybe something misfires during the install or some kinda background process interrupts it.
In Vortex, you can check if this happens when you see that warning about “redundant mods”. It’ll show you a list of mods that either have their files being completely overwritten by another mod, or mods whose folders are empty. It won’t tell you which exactly, but if you click on the “Review” button next to the name it’ll open a window that’ll show you. If the bottom of the pop window is empty (doesn’t say anything is overwriting it’s files) then it likely didn’t actually install.
Alternatively, if you think a mod didn’t actually install, you can right click it and select the option to show you the actual files. If the window that opens has nothing in it, then you know it didn’t actually install the mod.
As for the MCM…new MCM entries usually won’t appear right away on an in-progress save. It may take a bit (and you’ll see the “new MCM menu registered” message appear), but sometimes just loading the game, saving, and loading the save will help register it faster.
I don't know why it does it, but it's always good to check there if a mod isn't working
