Report a translation problem
When you buy something in the CC shop, it doesn’t auto install.
Open up the CC and go to the “Owned” tab, find the one you just bought, select it, you should then see a button that says “Install”.
I’m assuming that by “necromancer thing” you mean the Necromantic Grimoire right?
The robes and the new spell books will appear in vendor inventories and as loot. They won’t be automatically dropped into your inventory after you buy the CC.
If you’re using this on an in-progress game, it may take some time for vendor inventories and loot containers to update (as they normally do).
If you have access to the Mage’s College, go find Phinis Gestor. He’s guaranteed to sell the ones that are within your level range.
Lastly, if you’re using any mods that change vendor/loot lists or mess around with Necromancer spells and such, just double check with those mod pages that a CC patch of some kind isn’t required.

Sorry, I assumed you meant it’s not showing up in your game, you’re talking about the installed content list in Steam?
Do you have Vortex or MO2?
If the actual plug-in for the CC is there then who cares what Steam says?
