I also deleted all my cloud save data, have re-installed not only the game but also steam itself multiple times to various drives, including plug in flash drives, with no change at all.
I have tried running in compatibility and running as admin multiple times at various stages, with and without mods installed.
as of right now, i am working with a completely fresh install of steam, a cleaned cache of data, in offline mode, with a completely fresh install of the base game with no mods at all, and it is still doing the same thing of opening the launcher but not letting me launch the game as a black screen appears before immediately closing out.
I did not install the tale of two wastelands though.

if that doesn't solve it, it's *not* the game and it's something else causing it to crash, but does everything in that guide first!
Given you both had mods, you've most likely left some .ini file or a mod file somewhere it's trying to read but can't so it crashes.
Wouldn't make any difference.
The only way this would affect Skyrim is if you installed it over the top, but you'd have problems with both games if you made that mistake.
I went ahead and followed this guide in it's entirety, and am still having the same issues. I do not believe I missed any steps, and double checked each step as well.
I am greatly confused as to what could even cause this, as the game was running perfectly fine 2 days ago, I had been playing it for several days back to back, without changing any of the files or installing anything new to my device, when it just randomly decided to stop working earlier this morning.
Nothing on the device had changed, I had not downloaded anything new, I had not changed any hardware, and my storage space is still only 60% used, with around 40% space free (197gb free)
when I had modded it, I also followed a guide nearly identical to this to clean it before finalizing my load order for play, and had no issues at all for the week of playing I did, no crashes, no lag, no load issues at all, nothing. I even normally closed the game after a save and shut my pc off normally without issue before the issue began, and upon booting the pc back up yesterday the issue presented itself where the game would not even try to load.
What the hell is going on?!
I have uninstalled and reinstalled Skyrim numerous times over the years and have never had this issue before. All other games are working fine.
The current game that no longer works has been installed and working perfectly fine for months and now this happens.
If the game, all mods and all associated files have been deleted and a fresh installation performed yet it still won't launch, It could be anything - and I've tried everything!
If you do find a solution, please let me know and I'll do the same.
After the re-install, did you check whether the .ini files were generated in My Documents -> My Games -> Skyrim?
If they are, did you open them to check they were being written to?
If those aren't there, and/or correctly written to, then we can narrow down what is happening.
In such cases, it's either Permissions (Admin rights) or backup software like One Drive interfering with it.
It could be a number of things, but if you followed that guide 100% there will be very little left that it could be.
Im trying to think of anything that would cause it to crash on startup.....
The only things i can think of are permissions, "back up" software, a corrupt/failed Windows update or Antivirus.
- Adding an exception to whatever Antivirus you might have would be an easy way of discounting that one.
- Same goes for any backup software. This might even be a part of your AV, if your using ones like Norton or Mcaffee etc..
- Permissions is just making sure you have the account rights. Administrator would be best.
- If it's caused by a broken windows update, then that's going to be a much bigger problem....
Check your windows updates, hit update and see if anything appears. If it does, let it do it. Restart, and if the same update comes up again, it's this.... And this will be a pain to fix.
It's unlikely that Zyreick is on anything remotely similar, yet we have an identical issue.
I do not use backup software or anything else you have suggested.
I have tried launching offline and everything else.
Skyrim has worked perfectly fine for me since its launch in 2011, but now this.
I will try yet again and keep you posted...
I hope this helps someone who might not have thought of this option, test putting one save in at a time and find the culprit, you might be able to save some of your progress I hope.

I have uninstalled and reinstalled Skyrim to several locations (including default), removed SKSE and ALL mods and deleted all save data from my system.
All I get when trying to launch the game is a black screen for about a second, then CTD.
I have literally done everything suggested, plus I've uninstalled/reinstalled numerous times over the years without any problems, but now it just will not launch at all.
create a new local windows account.
logout.
login with the new account.
turn OFF windows one drive
set monitor to 60hz and graphics to 60 fps
start steam then the game. does the game work on the new account?
Now we're getting somewhere, but I need to find out what's going on with my main (and previously only) Windows user account because I only need - and only want to use - one.
Any idea what the problem might be?
*I've just logged out of new admin account, logged into main admin account and it's still not working. Logged back into 'Test' admin account and it is still working on that.
Strange that I can play all games when logged into the new admin 'test' account, but when I log back into the main PC admin account, the only game that doesn't work is Skyrim.
there are default windows settings - games are tested on clean windows installs.
your new account probably has those.
your main admin account had those but over time, installing new apps, one of the default settings was changed, and now this game does not work.
I have seen it elsewhere (note this says skyrim also would not launch)

Find App & Browser Control
Go to 'Program Settings' and choose 'Add Program to Customise'/'Choose Exact File Path'
Add Skyrim.exe
Check all the tick boxes (Override System Settings)
Run Skyrim
Voila!
