If you believe that was the case and there is a mistake you need to contact Steam Support.
If you owned LE (Skyrim + All DLC's) prior to the launch of SE, you would have got it free.
Did you buy any of the DLC for LE after Oct 2016? If you did, then you didn't own LE when it was released and therefore were NOT entitled to the free version of SE.
If you did own all of it before SE launched, contact Steam support like Grimus said.

you can check your purchase history by clicking on your profile. account details and look in view purchase history. See if it was in 2016 or below.
Maybe you misremembered? There was also an error/oversight at one point with Steam's file distribution where some people had ended up receiving the Dawnguard DLC for free for the original version of the game, in fact this happened to me. If you google it you can find really old threads about it. But I have no idea if that ever happened with Dragonborn too. However, it wasn't actually added to your account but simply downloaded to your game files and since DLCs function in basically the same way as mods you were able to play it like that as long as you had it installed.
As others have said though, that would only happen up to October 28, 2016. After that point it wouldn't matter even if you bought the DLCs you were missing.
The "LE" - "Legendary Edition," was just the original with all 3 DLCs. It didn't matter if you owned that, or just the original with all 3 of the DLCs. Either/or, and you would have received the Special Edition for free, but only at the time of its release.
It was automatically added to your library.
I distinctly remember deciding I wanted to play Skyrim again in 2018 and I had not even heard of the SE. I opened Steam one day to install LE and saw “Skyrim Special Edition” under my uncategorized library tab.
It was a pleasant surprise until I realized I now had to try and find all my “can’t live without” mods from LE for SE and spent the better part of the next two weeks browsing Nexus, downloading mods, troubleshooting LO issues, and so on lol
Steam support answered me. They said im really not elegible because i do not have the DRAGONBORN DLC. Even it existing in my library.
I guess what happened then is that somehow the dragonborn DLC got added to my library magically after SE release?! Idk if this was a feature for everyone who has not the full legacy game with 3 dlcs at that time. So I probably shouldn't have the Dragonborn DLC in 2016.
The last time I logged into Skyrim was in 2018, probably to check out some feature or simply out of nostalgia since I already have beaten the game. Perhaps the DLC was installed at that very moment.
Well, i think i will wait for a next sale maybe. SE costs the price of some recent games I'd like to play too.
