Weird Swirling Blue Effect

I get this effect stuck on my character whenever I channel or start casting a spell, I'm pretty sure a mod is causing this, but no idea how to track the culprit, I'd appreciate ideas.

USSEP adds a book to remove stuck effects, tho only vanilla ones IIRC.
There's also Universal Unwanted Effects Clearer, that works with mod added ones:

Apparently it's not an stuck effect, it only happens when I channel spells and gets stuck on me when I cancel the cast, which is not removed via the USSEP book or the mod's spells, I'm genuinely confused on what can be causing it, cause it's not even in my active effects.
