New Synthesis patcher to replace Bashed and Smashed patches (to an extent)

I run my bashed patch 1st then run Synthesis with this and whatever else I need. It effectively eliminates the need for a smashed patch and minimizes the use of a bashed patch though it's still good to have a bashed patch this Synth patch can draw on. You also still need to handle leveled lists via Synthesis or a Bashed Patch or both.

This mostly matters for gigantic load orders that make smashed patches impossible due to the masters limit (unless you like making 100 smaller merged patches...which is a total pain).
