The current version of SSE has been updated to include 4 "free" mods that it did not have a couple years ago. It now includes: Saints & Seducers; Curio something (it's collecting stuff); Survival and Fishing.
I turn off the Survival portion of the game and use Nexus mods instead (Campfire, Hunterborn, etc.) since I prefer them over the game's survival aspect.
If you purchase what Steam calls "Skyrim Anniversary Edition" you get the updated Skyrim Special Edition (above) plus the DLC that mostly includes new armor, swords and such. Personally, I feel the AE DLC is worth the $10 sale price but not worth the full $20 price.
If you enjoy modding your game, definitely look to Vlad's guide above. I'm a modding idiot but using Vlad's guides I can actually create a modded Skyrim game with hundreds of mods that all work together.
If you're unsure, then buy the base game during the summer sale and later, if you wish, you can add the DLC stuff when it goes on sale again in the fall.
Also toxicologist I'm not sure how versed in modding you are but I also have a much smaller guide linked to the guide I posted above.
