So you can't really do it. You can try to find a mod that will allow you place pre - defined, but I don't recall ever seeing one. There has to be a way though. I mean campfire places stuff like that with the tents and placing weapons on the ground (though they are not your equipped weapons but use the Base Ref ID of your weapons.)

This is why you cannot build them in console, for one it is multiple objects and secondly there is no way to setup the reference links even if you did place all of the components.
If you look at the weapon displays from the F4 DLC, it uses a completely different script and is a singular object, which is how they can be placed in settlement mode.
The only way to do this in Skyrim would be to create a custom weapon display system, which some modders have done.

The other weapon plaque that holds just one weapon won't even copy.

And you are absolutely right, Jaxonx is not intended to be used that way, it is intended to allow you to postion stuff you find in the game more effectively, not to replicate the creation kit
If I click on the area where the activator is and select it with Jaxonz, it ends up spawning a crooked wooded weapon rack. I was thinking I could use the move to command but that only works on NPC's?
I can manually place weapons and shields without the activator but it would be really cool if it worked like in vanilla.
