An alternative is using Doodlum's suite of tools based on Community Shaders, Grass Lighting, Screen-space Shadows, etc.

I'm currently using all of his plugins with Dareni's Reshade

I threw on Gameplay Performance ENB SE AE on top without his ReShade files

Dareni's Reshade looks good by itself and using a ENB will disable Doodlum's plugins, but this combination gives me the colder look that I was seeking. Plus with this setup I can always delete the ENB .dll and go back to Doodlum's effects.
There is also just a ENB by itself which there are plenty to choose from.
Thanks for your suggestions - I actually managed to resolve this by simply checking an older pc - sure enough, TESVSE was still installed and with reshade and the preset that I wanted right there. Simply copying it over to current pc worked
