I know the USSEP fixes some issues with that quest but not sure about this issue.
I don't think I have either but then again when I do run into these type of issues a save reload usually fixes them.
EDIT:
I mean, not completely because the Dragon Priest was still left alive, but because it timed out to reset and that stupid door was triggered closed.
We also had to do something similar to the gates behind where Vokun appears, because if you killed him and completed the remainder of the dungeon, you could never get back into the treasure room because the gates would reset to closed and you'd be unable to get past those as well.
