Bug in the Scroll for Anska Quest
I have encountered a bug during the A Scroll for Anska quest, I entered the High Gate ruins and escorted Anska through the ruins successfully. We got to the end and I was not strong enough at the time to defeat the boss. I returned when I had gained 10 levels to finish the quest, but encountered a problem. The puzzle room with the trap door leading down the stairs is closed. I have tried opening with the correct pattern of levers, but the door still remains shut. Is there anything that I can do to get the doors open again?

Always first try loading a previous save (in this case to just before you defeated the boss) and trying again.

I know the USSEP fixes some issues with that quest but not sure about this issue.

The puzzle room with the grate that leads down the stairs is an issue we have fixed for the next update. Release date for that is not yet determined, but most likely will happen before the end of this month.

I personally never had that issue, however I'm often far higher lever I tend to not do dragon priests at low level as they're all level 50.
I don't think I have either but then again when I do run into these type of issues a save reload usually fixes them.

Is it because you stay away for x days, leveling up and the cell resets?

EDIT:
I mean, not completely because the Dragon Priest was still left alive, but because it timed out to reset and that stupid door was triggered closed.

Yes, it happens when you're gone longer than the 30 day reset timer. The state of the grate resets back to default but the puzzle script doesn't and it's left in a state where you can't get past it a second time since it won't reset. So we just installed a bypass trigger to open the grate if you've progressed the dungeon quest past that point.

We also had to do something similar to the gates behind where Vokun appears, because if you killed him and completed the remainder of the dungeon, you could never get back into the treasure room because the gates would reset to closed and you'd be unable to get past those as well.

Ah more good info. I thought about that but wasn't sure since he said he left without being able to kill the boss. But puzzle script not resetting makes sense.

Just shows, that no matter how much has already been fixed, there is always something else that pops up that requires attention.

Well, at least we know for sure what causes this and that help is on the way. I've faced similar issues before and that was all I could contribute it to.

I beleieve that's a question for arthmor or the USSEP team because I know for example that sometimes where a USSEP fix addresses a bug where that bug doesn't rear it's ugly head until the quest data is loaded you'd be fine adding the patch if you haden't yet encountered the trigger for lack of a better word. In other words in that case it (the fix) would be retroactive. But if the fix ends up listed as [NR] then it's not retroactive. Anyway speculating on that is just that, speculation. So we wait for the fix or an answer from them on that question.

Yes, that will fix the issue. It's fully retroactive.
