There's better summons than the staff has, and crown allows for a lot of stuff you can't do any other way without it. (hell putting the Ritual Stone effect on the crown basically lets you create an undead army at will, and even lets you get stuff you normally can't reanimate).
The staff can also misfire and summon a dead sphere or spider.

Well of course. Skyrim is a Single-Player game. It was not built with any kind of multiplayer.
Any standing stone effect that grants a Greater Power (like the Ritual Stone's Mass Reanimate Dead), can be effectively used infinitely by simply taking the crown off and putting it back on, which refreshes it's daily usage.
Passive stone effects are also alright if you've got some idea in mind for how to use it, but if you don't have a clear plan for it, then finding a useful standing stone power is also a solid option.
The Ritual Stone is a pretty solid option as it's fairly unique, since it reanimates like Dead Thrall (but only for about 3 minutes at a time, though doesn't destroy the bodies like most forms of reanimation, so you can simply reanimate them again), has a massive innate level limit (75 as opposed to Dead Thrall's 50, which can be further increased by necromancy limit buffs), and has a maximum unit limit of 100 summons (though actually get (or wanting) that many is complete overkill, but does give you plenty of options, as opposed to the 1-2 (3 with paid dlc) summons/minions you can normally have.
the Ritual Stone and Serpent stones have the most useful activated abilities. The Shadow Stone is just invisibility.
The Steed Stone removes the weight of equipped armor and gives a huge boost to carry weight. Which is a decently solid passive stone to use, especially if you aren't investing heavily into Heavy Armor perks but still want to use it.
Atronach is situational, but combined with other stuff can make you nigh or even completely immune to magic. And having it on the Circlet allows you to remove for it for the handful of times having high/total magic absorption could cause problems.
It's possible to achieve the armor cap without a helmet (especially for heavy armors), so unless you just want the armor perk benefit that requires wearing all 4 pieces as the same armor type, there's no actual reason to have any other helmet beyond aesthetics (honestly most armor is purely aesthetics at the end of the day).

I hardly ever min-max gear and instead just use whatever I feel is the most useful for my current goals. The Circlet is the most flexible reward, so if i can my mind later, I can easily just get a different power than the one I'm currently using, where as if you get the Shield or Staff you're basically stuck with it. (the Shield also has a unique effect but it's a bit more awkward to use compared to the circlet).
And yet, it has multiplayer of a sort through the Skyrim Together mod.
