Some mods require the game to run at 60fps and changing it up will give you problems. Running with too many mods, especially with script-heavy mods and mods that change physics and animations, will likely give you problems, too. The game engine itself still depends on the framerate for some minor things, which becomes noticeable at around 100fps and higher. There is however a mod that allows one to run at high framerates and you should install it. SSE Display Tweaks:

To unlock your game from 60fps should you use BethINI, which is a standalone .ini-file editor for Skyrim:

Make sure that when you use ENB to also unlock the framerate there. Other tools like GPU utilities can also lock your framerate and you should check there, too, in case you are still stuck at 60fps.
