Several gameplay bugs are conditional, so not everyone encounters them. And yet, we do see plenty of posts in this forum complaining about issues fixed in USSEP.
It does not change your actual gaming experience (especially, when you are not used to use some of the exploits it fixed, which got some players grumpy about it), so it won't hurt to prevent potential problems before they appear.
I would also recommend installing dialog fixes and SSE Engine Fixes. They will make your experience better. Vanilla dialog tends to hop around, especially if game is modded. SSE Engine Fixes do things that are beyond USSEP scope. It also allows you to get achievements from modded games.
They're nothing big, but to people who've played the original it might tick them off here and there when you see the changes.
As to the Unofficial Patch, there is a PINNED TOPIC which explains exactly what it fixes and why:

As Ilja posted, it is strongly recommended that you use it, for all the reasons covered and explained in that PINNED TOPIC.
Not anymore. It was a team, the rest have all since quit because their job was done. arthmoor took over the mod and it's been solely his for years now
I never said don't use it, i said use it but disable the changes that he personally oversaw and said so himself.
It's kind of hard to not use it when it's required for like 90% of mods but that doesn't mean you can't make changes to it, even more so if you want to faff around in xedit/sseedit.
Then your phrases could be a little more factual.
So ... you would say "you think arthmoor is an egotistical ass like some of us (do)" or "when it's required for some mods".
I'm just pointing this out because saying that 90% of people hate Arthmoor or that USSEP is needed by 90% of mods is plainly not true ...
