Report a translation problem
1. install SkyUI and SKSE64
2. Start the game or load a save
3. escape and navigate to the system menu
4. press the button marked Mod configuration
5. Find the option marked MCM Cheat Menu
Results also mention using a quick save and quickload to force the MCM to appear.
Also make sure you installed SKSE64 and Sky|UI correctly
This should be a start until someone who uses it turns up.
I recommend *not* opening the in-game "MODS" menu, it seems to randomly disable some mods for whatever reason.

not that you can't, you do you, but just want to warn you it's not for the faint of heart, manual mod installation.
you rezzed a thread from before the CC integration update (now updateS plural) so that not using the in-game mod menu option is more a suggestion than a rule these days.
there are plenty of modding 101 kinds of guides out here, read the stickies in this discussion if you're lost and need a starting point.
