Skyrim SE SKSE keeps crashing before startup

I have recently started a new mod pack of around 60 mods but my game crashes before even getting to the bethesda loading screen, I am unsure why as all my mods seem to be in a good load order asI used loot to get a load order and have tried reinstalling SKSE again to try to fix and I have also run as admin and re installed skyrim SE but still no fix. Any help is appreciated. THX ( my game version is 1.6.640 and I am using SKSE AE 1.6.640 I also use Vortex mod manager )

Consider the following possibilities (Key word, POSSIBLES).

1. Check for Protected Folder alerts in your Anti Virus. These could be the SKSE Loader, Docs Folder, or even AppData\Local\Skyrim Special Edition.
2. Microsoft VC Redistributables 2015-2022 version. Not sure if needed but can't hurt.
3. Verify Local Files (you could have a missing file or corrupted install). Steam - Game Properties).

If none of those lead you to a solution you will likely need to post a mod list (in load order) for anyone to help.

Edit: Just remembered another thing.

4. Have you run the Launcher at least once to generate a Harware Profile?
