But technically I can say something.
Style and atmosphere are things that partially are created by the engine. How it works, how it looks, what it does with colour, with light, what versions of what mathematical algorithms it has to produce all that and so on. So if you use another engine - I would say it would be almost impossible to reproduce all that things the same way.
What can I say. I play Morrowind exclusively using its original engine. Because it creates that same atmosphere as it did in 2002. I don't use OpenMW. I don't even use mods which add distance views. Such as MGE XE. From my point of view such mods and a new engine just totally break original feeling from the game. Game becomes some other game. It's not Morrowind anymore.

Spoiler: No answer is possible. Your question is bad. You have some vision in your head about how something SHOULD be according to your expectations. We cannot see that so we have no way to explain "Where you are" let alone tell you how to get somewhere else.
It's literally just oblivion remade using Skyrim assets. The graphics are gonna be about what Skyrim is.
The mod itself is really pointless tbh, you're better off just playing oblivion.
Skyrim doesn't look nearly as colorful as Skyblivion does though, especially the 2011 version and the physics are different too.
Yeah that's what I intend to do because the cartoonish graphics and the Skyrim physics kind of ruin it for me.

Oh boy, you're asking loaded questions and are being snarky about it. Go take a bath, get some food and think about how to interact with others please.
The answer is two fold, A) because every system is different and what looks good on one computer looks rubbish on a slightly different one, and B) because they have enough work to do rebuilding the two games without pampering to the whims of people whining about how the graphics aren't good enough.
If you personally think you can improve the graphics, then apply to the skywind/skyblivion team and ask if you can help.... otherwise accept the graphics are what they are.
oh, and you do not understand what strawmanning is, because what speed wrote was not strawmanning, it was a putdown but not a strawman...
