Yes it is, the devs of skse are just being intentionally obtuse in their wording and adding confusion for no reason whatsoever. The anniversary edition as they call it is the latest updated version of the special edition. There is no difference between the anniversary edition or special edition when it comes to versions, they're the same thing.
Until it isn't. If you are going to get SKSE from the nexus make sure you are matching up version numbers.
I honestly don't know how quick the nexus page for that gets updated, but it certainly isn't before their site is updated.

I'm not sure why they took so long to upload to NexusMods though, my only guess is because the Nexus Mod Manager couldn't install it.
Vortex mod manager was released in open Beta in late-2018 - with native SKSE support, and they finally uploaded SKSE on NexusMods in 2022.
