If being a vampire is too detrimental or simply undesired, the only cure after it takes hold is to speak to Falion in Morthal about it. You might have to talk to innkeepers for the rumor first though. Or if you haven't done it yet, you could also progress far enough in the Companions' story line to trade vampirism for lycanthropy.

So u can play as first a vamp, cure ya self with werewolf, then play as werewolf, and cure your self later
If you really have to, use the console and type in "prid 0001AA5e".
After that type in "resurrect".
I'm not sure if it applies to essential characters, but you might have to type in "moveto player" as well in case his corpse was moved to the Dead NPC Space.
Due the interlinking of quests, any changes you made will have a cascade effect and will interfere with other quests. Also, given the fact that you magicka does not regenerate it would seem that there is more going on in your game problem wise. There is really not much hep we can give in this situation other than to say start a new game.

Specifically, scroll down to the Resurrecting Named Characters section:
"When an NPC dies, the game runs a death script - this cannot be undone. The only way to "revive" an NPC that the game has marked as dead is to load a previous save from before the NPC died. While resurrecting with the console may seem to work, the game still sees the NPC as dead, so dialogue, actions, and quests that depend upon that NPC will not run. "
